I need a free program or the cheapest version of Photoshop to make completely white backgrounds of images (such as pictures on internet) transparent, so when i put them on another image, the actual picture comes without the white.

Use any version.

1) Flatten the image.

2) Export the file as a gif. One of the steps to do this is to use the eye dropper to select the background color.

uh. have you tried copying the image and pasting it into paint? that automatically sets a white background i think. and i'm sure you have that on your computer.
i'm not quite sure what you're asking...

but any version of photoshop can make something transparent...if that's what you're needing
